All papers submitted to Proceedings of the IEEE must undergo a rigorous peer-review process. Guest Editors are responsible for acceptance or rejection of an article in the Special issue/section, however the EIC of the journal remains accountable for all decisions and has the final authority on all editorial matters.
Three independent reviews are strongly recommended for each paper, however when this is not possible a minimum of two reviews must be sought for each accepted paper. Guest Editors shall establish a review process that minimizes bias. Guest Editors are expected to subject all articles of a given type to equivalent and unprejudiced reviews. When selecting reviewers, avoid situations such as professional or personal relationship or financial interest that could be considered a conflict of interest. Proceedings of the IEEE uses a single-anonymous review process and reviewers’ identities must be kept anonymous.

Plagiarism and Copyright Information
All papers submitted to the Proceedings are screened for possible plagiarism using a plagiarism detection tool, CrossCheck, which generates a report highlighting similarities to previously published work. Guest Editors are expected to work with the Proceedings of the IEEE Editorial Office to review high-scoring papers and handle communication with the authors. Finalizing Your Special Issues/Sections
Once all the papers have been accepted, Guest Editors will write an introductory article and prepare a “deck” (a one-or-two-sentence-long summary of the paper) for each paper for the table of contents.

Promotional Activities
The Proceedings Editorial Office supports marketing and PR activities for each of the journal’s issues/sections. Guest Editors will be invited to actively participate in the promotion of their special issues/sections.
