Zhi-Quan (Tom) Luo is a Professor at The Chinese University of Hong Kong, Shenzhen, and concurrently serving as Vice President (Academic) and Director of the Shenzhen Research Institute of Big Data. He is a Fellow of the IEEE, the Society for Industrial and Applied Mathematics (SIAM), and the Royal Society of Canada. He is also a Foreign Member of the Chinese Academy of Engineering.
Professor Luo’s research focuses on optimization, big data analytics, signal processing, and wireless communication, with a strong emphasis on theoretical innovation for practical applications. He has authored over 450 publications, with more than 47,000 citations and an H-index of 99. His research on data-driven optimization for wireless networks has been applied to provision over 1.8 million base stations worldwide, resulting in substantial network performance gain while generating significant cost and carbon emission savings for telecom operators.
Professor Luo is a past Chair of the IEEE Signal Processing Society’s Technical Committee on Signal Processing for Communications (SPCOM) and served as Editor-in-Chief of the IEEE Transactions on Signal Processing (2012–2014). He has also held key roles in IEEE conferences, including General Co-Chair of ICASSP 2016 in Shanghai, and has delivered plenary talks at major IEEE events.
Professor Luo has received the 2010 Farkas Prize, the 2018 Paul Y. Tseng Memorial Lectureship, and the 2022 Wang Xuan Applied Mathematics Prize. He has also won multiple Best Paper Awards from the IEEE Signal Processing Society and EURASIP, recognizing his impactful contributions to the field.
